Prime Minister Tony Blair is to formally announce that the Government is to sign an international agreement giving victims the right to stay temporarily.

The European Convention on Action Against Trafficking in Human Beings grants victims at least 30 days' grace to recover from the ordeal and consider prosecuting the people smugglers.
